Step 1. Start a new document of any size, I'm using 500x500 and fill the background with black (#000000).
Step 2. Go to: Filter->Render->Difference Clouds.
Press Ctrl + F on your keyboard 3 times to repeat the filter three times.

Step 3. Next go to: Filter->Distort->Wave and apply these settings:
(press randomize a few times until you get a pattern with good separations)

Step 4. Next go to: Filter->Stylize->Wind and apply these settings:

Press Ctrl + F on your keyboard 1 time to repeat the "wind" filter one time.

Step 5. Now we'll add some color. Go to: Layer->New Adjustment Layer->Color Balance
Press OK:

Apply the following settings:
(Note you can adjust the settings within the next three image sequences to get different colors, these are just the settings I used)

Step 6. Click once on your first layer, to select it and make it active and press Ctrl + J on your keyboard to duplicate the layer:

Change the blending mode of this new layer to "overlay":

Step 7. This next step is option; Next we'll apply a spotlight effect to the image, go to Filter->Render->Lighting Effects and apply these settings:
